Memoranda of case of arrest of Burrell and Cephas.

Maj. Genl Baird forwards for information of Commissioner the letter of Mr Joseph L. Montieu, & to him regarding the arrest, & the statements of Dennis Burrell & Danl Cephas. 
Statement: - They with the two Commissioners and one clerk opened the poll at 8 oclock & closed at 4. at midnight they started to New Orleans with election returns, were arrested after travelling 12 miles, by the Provost Marshal who released them on their statement. Delivered returns & were returning home when again, arrested by Trower, a police officer. Brought back to police station, New Orleans, searched, sent to Capt Morse, Pro. Mar. of Freedmen, who confined them in a dungeon 48 hours. Were then released by Capt. Morse, who told them to go home, and live in peace, that they had been misled by an illegal party. On Sunday Burrell preached at Bonnet Carré, and on his way home was arrested by a Justice of the Peace, through the Sherriff. Locked up Sunday night & tried & released on Monday morning.
