In reply to that portion of your letter of November 24th relating to Captain Pease Superintendent of Schools, and expressing the desire to have him retained in his present position, I have the honor to state, that so long as the Schools of this State are under the control and management of the Bureau so that I am responsible for them, I must regard the Superintendent of Schools simply as my Staff Officer to execute my orders and no others, and must claim to select the persons who to me seems most proper for that purpose.

I am informed that both General Banks and Mr. Conway have been in Washington urging the retention of their respective partizans in the positions in
