The number of children include all under 14 years of age.

The condition of the helpless on the Sparks Home Colony is such as to require immediate attention. The cabins are in very poor condition and with the people are exceedingly filthy. In my opinion these people have not been properly cared for. All able bodied hands, except those absolutely necessary to gather the present years crops have been discharged.

On the Bragg Colony the helpless people occupy good comfortable quarters and have been well cared for. I think Capt Wilcox the Asst Supt. in charge deserves credit for the interest he has manifested in each individual case of helplessness among the people on the Colony. The people are generally healthy and noticeable for their cleanliness. The Sugar House on this Colony has been used as quarters for a large number of people but in my opinion it cannot be made very comfortable during winter months. I would recommend that some more comfortable Quarters be furnished them immediately. All able bodied hands in this Colony except those necessary to gather the present crop have been discharged.
