On the MacHatton House Colony was Baton Rouge the helpless people have very little if any attention

The Quarters are in a very poor condition and the people are very filthy, generally.

I noticed signs of neglect among the able bodied persons, many of whom were not required to work but were loafing about the Quarters. There is plenty of work for all on the Colony, and in my opinion the crops are not being gathered as fast as necessary or circumstances will allow.

The condition of the helpless on Rost Home Colony. Parish of St. Charles & fair. The Quarters are very good but are not kept as clean as circumstance will allow. There is a comfortable building used as a Hospital, and many advantages on the place which would go far toward recommending it for a permanent Colony for the support of helpless people of this State. There are already good comfortable Quarters for the accommodation of five hundred people. Capt Blanchard Asst. Supt in charge is at present removing all able bodied hands not required on the place to gather the present Crop. I
