I made likewise the employer recognize his obligation to aid in the establishment of schools.

These papers are sufficiently explanatory of themselves without further comment - but I enclose with them an article from the "Crescent" Buckner's rebel newspaper, condemning - and a letter from Mr. Hu. Kennedy, Mayor of this City, as well as one from the Governor, approving my work.

Whilst I was engaged in preparing the rules for labor above referred to, I became aware from the Members of the Joint Committee of the Legislature, with whom I have mingled freely, that they were preparing a system of laws on the same subject which they hoped would be satisfactory to the Government.

When I found that these bills had passed the two houses and only awaited the signature of the Governor to become laws, I addressed a letter to Governor Wells, (a copy of which is enclosed.) to request that he would delay signing them until I could obtain through you, the instructions of the President in their regard.

The reply of the Governor, (also enclosed) is
