Another great advantage will be gained also by the publication of the order of your Bureau. It will open the eyes of the people, who seem to be slow of perception to the irrevocable fact that the issues determined by the war shall not be allowed to be reopened, and that among these, slavery especially, is extinct and unresurrectionable.

The bodies in session in Mechanics Hall seem utterly oblivious of the recent past and apparently indulge the expectation that they are to be tolerated in their reactionary and disloyal vagaries: but they will awake to their sad mistake if they persist, for the Governor is determined not to be put to the wall, nor to allow any act infringing or invading national obligations to go into operation.
