1st Lt Th. S. Lord 17th V.R.C. having expressed a desire to be employed in your Bureau, I take the liberty of recommending him to your favorable consideration.  Lt Lord entered the service in Jany 62 in a Maine Rgt, continued with Rgt in the field  until May 3d 63, battle of Chancellorsville where he lost a leg.  Was appointed in the 17th V.R.C. in Dec 63.  The greater part of the time since his connection with the V.R.C. has been in staff duty, and for the last three months under my immediate observation, as Asst Agt here of the Dist of Inda, in which position I have found him very active and efficient-  He is a young man of intelligence,
