My Dear General
I send you a slip taken from one of the morning papers giving a letter I have just had to write explaining my Circular No 29. There were so many questions asked and so many newspaper criticisms that I thought it best to say something. I think with this interpretation you will find no fault with my system of contracts.

I also enclose you a newspaper from the Northwestern corner of the state, generally thought to be a dark corner, the editor is not a radical but has always been a Union man. His testimony regarding the state of feeling in the South will be endorsed by every Army Officer I am sure who has
