Respectfully forwarded to Col. Max Woodhull Adjt Genl Bureau of Freedmen &c, for the information of said Bureau. Mr Clarke is well known to me as a most reliable person whose declarations are entitled to the utmost credit. Tho classed among those formerly offered to the present policy in Md as cheerfully an officer in the nite of the [[?]] [[?]] of Md and honestly sustain it. As a Union man of 1861-62 he was of great service to the Cause, and laid me under many obligations for material aid while I was in comd. in Eastern shore of Md & Vira.
