The enclosed letter from James Longstreet - late General in the rebel Army - and now a commission Merchant in this city - is forward for the consideration of the Major General Commissioner - 
The subject, that of importing Colored laborers from the more Northern States into the Cotton region - seems to engross much of the attention of the writer - I am of opinion that it would be wise policy in our Government to encourage a movement of the African population in America - made voluntarily by them towards our south western borders or even into Mexico - 
I think that it would be for the benefit of both races, for the interest of humanity
