be guilty of crime and escape its penalties; but simply to secure to them the rights of freemen, holding them, at the same time, subject to the same laws by which  other classes are governed."
   This order gives the civil authorities charge of Freedmen affairs in this State, with certain restrictions, and was understood as an experiment.  I ordered my officers not to interfere in any way with civil officers acting under this order.  I, at the same time, have my military courts in operation in some parts of the state, and have had a fair opportunity of watching the working of the systems.
   I am aware it is the policy of the Government that we must trust these people some times; that the establishment of the Freedmen's Bureau is (as soon as Martial law is withdrawn) a violation of the spirit of the constitutions of the State and the United States; that the officers of the Bureau have no interest in common
