"A" Copy. Bureau Refugees, Freedmen + Abandoned Lands, Office Assistant Commissioner, State of Miss., Vicksburg Miss., Sept 7th 1865. Capt. J. Warren Willis Asst. Adjt. Genl. Captain, The Quartermaster in charge of Transportation at this Post construes the enclosed order (Q..M.G.O., No 49., C.S.,) to cut off transportation in toto, from this Bureau. Without questioning the correctness of his construction, I would respectfully request that transportation for Commissary supplies be furnished as heretofore, pending more definite instructions from Washington. Rations for the troops and Freedmen at Davis' Bend have been waiting for transportation for some days; meanwhile, those for whom they are intended, are literally starving.
