I find the impression very general among the former slave owners of Arkansas that the Negro ought to do the same work for Five or six dollars per month that the white man could get thirty for – in short they are in sympathy with the movement else where in the South to fix the wages of Freedmen at Five to Seven dolls. per month – I would respectfully recommend however the appointment of a few County Clerks where we have no agencies and in Districts not so remote from Little Rock but what they could be required to report the rates of wages &c before contracts were extensively made –
