officers. I have the assurance from the Governors of the State that this arrangement was the best that could have been made at the time, and was the only thing that would secure the citizens peace and protection at their homes. I believe these officers gave [[crossed out]] satisfaction as but few complaints have ever reached me from the citizens. 
Circulars from No 1, to No 9., inclusive, and General Orders from No 1 to No 10., inclusive were issued from time to time as there arose any necessity for any mistraditions on information from this office. Orders on the subject of Marriage were issued, and arrangements made by which each sub-commissioner could have the people under his charge properly married, and records kept thereof. A form of evidenture was adopted, as that orphan children could be secured in good hands and protected from harm or abuse.  Forms and records of contract, were placed in the hands of each Sub Commissioner, and the Freedmen were urged to make written contracts for labor. The subject of education, and the importance of a self supporting system of school were impressed on them, and every effort made to arouse them to action.
