lished and supported at every point possible. The present hospitals will be supported and all possible provision made for the comfort of the sick. The orphan asylums will be kept up, and as many children as possible cared for and schooled till such time as I can find homes for them.
My officers shall work in conjunction with the civil authorities in bringing offenders to trial and seeing justice done to all. While we will in no case interfere with the authority of the civil court, we can assist them much in the arrest of offenders and in securing order. We will guard a zealously as possible every night of the negroes, and sacrifice nothing, while the state shall have a fair opportunity to assume complete charge of all domestic affairs. 
The Freedmen are being married in accordance with the circular issued from this officer, & the registers kept by officers of this Bureau. Contracts are being registered in the same way. I hope soon to make such arrangements that the civil officials will assume charge of these two matters, and conduct it in accordance with the same laws, as apply
