arrests, assess fines, collect taxes, interfere with courts, or do anything that would not be allowed in any state of the north.

I am trying to start a school system and to so systematize benevolence of all kinds as to make it effective this coming winter.  Our whole work is of a benevolent character, and calculated to lighten the burden the people will have to bear during the next years.

I am taking the liberty of writing often of the condition of things in the state, as I am aware that the enemies of the Bureau are devoting their energies to misrepresent the actions and motives of officers conducting freedmen affairs.
