Bureau Refugees, Freedmen and Abandoned Lands, Office Assistant Commissioner for State of Mississippi
Vicksburg, Miss. October 28th 1865

Capt. J.H. Weber
Acting Assistant Adjutant General

Captain
In accordance with Special Order No 42 of October 15th I left Vicksburg on the 14th and proceeded to Yazoo City and vicinity inspecting Freedmens affairs and returned by Canton and Jackson as instructed.
The only opportunity to learn anything of the condition of the freed people on my way to Yazoo City occurred at Falls Plantation, 8 miles below that place. But few of the people remained there and those had contracted to work this year for subsistence and clothing. They were allowed however to cut and sell wood for themselves besides, and this furnishes some compensation
