I have thought over the subject of dispensing with the services of some of the officers on duty in the Freedmens Bureau and have come to the conclusion that the business of the Bureau has so decreased that such a reduction can be made without doing injustice to the Freedmen of the State.  For some time past the civil authorities have been intrusted with the interests of the negroes, and as a general thing I have no complaints to make of their action.  The present legislature has regulated or will do so, the whole matter by a system of laws which will legalize what the officers of the State have assumed at my request, and, I hope.
