will make what laws may be needful to secure to secure the happiness and prosperity of both whites and blacks.  
My officers are not allowed to arrest citizens or in any way interfere with the action of the state authorities.  They stand as sentinels and keep me informed as to the manner in which justice is administered; they see that
the sick, infirm and aged are properly cared for, and promote by every possible means the education of the Freedmen.  They are instructed to assist the people of the State in getting the colored people settled under [[strikethrough]] the [[/strikethrough]] a system of labor
that will secure to the employer a good days work, and to the employee a fair remuneration for the same.  I hope they exert their influence and authority to harmonize the interests of the two classes.
