  I transmit the affidavit of certain Freedmen, in regard to treatment from one Jos. Stanley and the attention given by the magistrate to their claim for redress - This is but a sample of the universal treatment of Freedmen claims upon magistrates for redress through the law - It is impossible that they can get justice for cruelty practiced upon them or collect any debt due them by this process - where magistrates are free from prejudice, and willing to do justice, they fear to do it, from want of support from the community, they claim a want of jurisdiction "put off the applicant in some way, until the fear of any punishment for offences of this kind on the part of whites has rendered cases of cruelty a great deal more numerous - Here I have secured the presentment of several cases before the Grand Jury but it amounts to nothing, and in the country
