My dear sir: I propose to give you a few items in regard to the Freedmen of this County; and result of my observations. And experience for the last thirty years. In doing so, I shall not be governed by prejudice, I hope, as I think Robert L. Dabney of Prince Edward Co, Va, is.

He sets out by exalting your position above that of any known to the Constitution of our County, and by banishing his praises upon the people of North very much. He then becomes a complainer. He says, "Another evidence is seen in your late order transferring all causes and indictments in which the freedmen is a party from the courts of law of Southern States, to the bar of your own commissioner and Sub-commissioners for adjudication
and indirectly attempts to prove the illegality of the order, and the unjust proceedings where white men are parties. I do not agree with Mr. Dabney.

The prejudice that exists against the negro is so deep that it is impossible for him to have justice any other way at this time. He is not acknowledged yet,
