I was absent at Yazoo City, on your arrival at Vicksburg, trying to have some men arrested for the fiendish murder of some Freedmen. These things are quietly passed over by the newspapers of the state, and as little said about them as possible; but if a white man is injured in any way by a negro, the coy of insurrection is immediately raised throughout the state in order to justify the act of shooting the negroes down, and to add one more reason why the troops and the Bureau should be removed immediately. The inspection reports forwarded from time to time, will give you some idea of the condition of affairs.

The legislature of the state has adjourned. After many days' discussion they adopted the bills hereafter named with reference to Freedmen.
