Captain.
I have the honor to submit the following report of a tour of inspection made pursuant to Par. 2. Special Orders No 30 current series from Hd Qrs White River District. I visited only the counties of Jackson, Independence, Lawrence and Fulton, in all of which civil state Government is nominally re-established. County and Township Officers have been appointed, and have qualified and entered upon their duties 

The clerical functions pertaining to those various Offices, appear to be well performed. 

In Jackson County general quiet prevails and justice has thus far been pretty fairly and generally administered. The rules of the Freedmen's Bureau are generally understood, and observed, and there is no instance of which I am informed, wherein the freedom of the late slaves is not fully acknowledge by the people of this County. The only apparent difficulty is the general disinclination of employers to give sufficient remuneration for the labor of the Freedmen, but now this is easily overcome by the scarcity
