States that J I Barbour Esq Supt "Freedmens Home" Cincinnati O. has writen to him to apply to freedmens Bureau for authority to obtain rations and fuel, as they have been allowed before by the War Department. Also presents papers pertaining to building Freedmens Home at Cincinnati | Dec 4" 1865 Respectfully referred to Bvt Col H G Brown A.D.C. who will please inquire into the necessity for the continuance of this "Home" at Cincinnati. This establishment has never been recognized by this Bureau nor has the Supt been looked upon as an Agent of the Bureau. It is the object of the Bureau to do away with all camps colonies or homes in the Northern States as fast as possible. 1st because the act establishing the Bureau only provides for agencies in the late insurrectionery States and 2d because the states and counties should in all cases take care of their own poor, whether white or black hereafter no issue of rations, clothing transportation &c whatever to Freedmen in the Department of the Ohio will be recognized except under the approval of Col H.
