Forwards comn of Capt F. A. Seeley, stating that he has been called upon to take action in a civil case which is clear enough, but that he dislikes to act without explicit orders. "Has the Bureau authority to act in the within case" | Jan 31 Filed. Feby 2. Official copy respectfully returned with the suggestion that this case be submitted to the Dept Commander, with the request that such steps may be taken to secure justice to the freedman, the holder of this note as may be deemed advisable. The final decision in this case to be communicated to this Bureau. MW A.A.G. Rec'd back Feby 10th calling attention to Genl Requests endorsement; stating that he does not consider this case calling for the interposition of the Military authority as Knight does not labor under any civil disabilities preventing him from appealing to the civil courts. Feby 10th Given to Col Whittlesey in person and recd back Feby 20 with letter of transmittal. Feby 21 Respectfully returned to Col Whittlesey for such action as he may consider necessary. MW A.A.G.
