Washington Sept. 29th 1865
Major General O. O. Howard
President of the Freemans Bureau:
Dear Sir
I have the honor to most respectfully apply for a clerical appointment in the Freedmans Bureau, should there be such a vacancy.

I have been employed in the Claim Agency of the U.S. Sanitary Commission in this city, of which Mr. Darius Forbes is General Agent, and am very anxious of going furthur south.

Trusting that this will meet with a favorable consideration,
I have the honor to remain
Most respectfully
Your Obedient Servant
Geo C. Starr
