Sir 
The order from the War Department forbidding the sale of confiscated property was not served upon me but upon the Marshal of the Court & was I think in February last. I never had a copy & in the absence of the Marshal cannot procure one 

A similar order was at the same time served on the Tax Commissioners as those officers then informed me. I know the sales were all stopped at the time & I called on the Secretary of War about it who told me he desired to refer the matter to your Bureau then about being established by law. This was early in March last

At the late September term of this Court at least $2.000.000 worth of property previously condemned was released & restored to parties who had taken the oath of May 29 & others who showed pardons granted by the President
