Dear Sir - I would respectfully call your attention to so much of General Order No. 138 issued Sep 16th 1865, as relates to the shipment of Stove and School Books for Refugees and Freedmen, through the Quaitermasters Department, and I request such modification of it as will enable us to ship, without delay, from this point, and possibly others, where there is no Departmental Headquarters or commissioners office. I would suggest that Post Commanders as in General Order No. 70, Feb 22, 1864 be authorized to approve shipments where either of the officers named may not be accessible.  Agents in the field are now making frequent application for stoves and books and these will be made daily as the season advances & the demand is increased.
