a statement of the Board of Commissioners at Baltimore (exhibit G) from their records at the same time it is shown conclusively that in all cases the full bounty has been paid, yet the security received only part of it, I also investigated the cases of the remainder of the list enclosed in Genl Howard's communication and submit a statement of the same, on the list enclosed and marked Exhibit H. The allegation that Mr Fowler has been arrested upon charges heretofore is true. He was arrested by Col. Wooley and was made to disgorge some $4000.00, the letter of J.C. Whiting Foreman of the Grand Jury, (exhibit B) shows why he as well as other parties could not be prosecuted. Upon further investigation I find that Capt. Bohrer has been connected with Mr. Fowler in perpetrating these swindles not only, but he is accused of other frauds and conduct unbecoming an Officer and a Gentleman. The affidavits of A. Hunter, W. B. Lyons, G. McHay, J. E. Sund, J. M. Thomas and W. H. Helden herewith enclosed and, marked numbers 1, 2, 3, 4, 5, and 6, respectively shows that certificates have been bought as a common practice, these certificates after Capt. Bohrer signed them were sold indiscriminately and the men credited afterwards to other Districts by said Bohrer. W. H. Hebden swears that he put men in as substitutes without having the party for whom they were to go, and Capt Bohrer was aware of it. Capt. Bohrer has accepted bribes and presents &c as is shown by the affidavit of Thos. W. Binyon and statement of W.H. Hebden, Jno L. Booker & J.A. Stansbury herewith enclosed marked numbers 6, 7, 8, & 9, respectively. Hebden loaned him money after and paid him once $500.00 which Bohrer never returned, Binyon swears that
