Copy War Department Office of the Provost Marshal General for the State of Maryland Baltimore, Octr 6th 1865 Genl L C Baker Dear Sir, At the request of Captn Sheelz, I send you the names of parties doing business with William Fowler and Julius S. Bohrer, U.S. Navy; in charge of Recruiting Office in this City; and Statements respecting the reputation of them. Bohrer has since the first draft been the constant associate of Substitute Brokers, Gamblers, and Whores. He has been known to lose large sums of Money at Gambling,also to be very liberal among lewd women, kept fast Horses, and matched them in races Fowler and Bohrer has the reputation of having had mutual understanding and interest in putting on recruits and having also an interest with many of the Brokers and Runners. The names I send you may be useful in developing matters of interest. Joseph Bean, John Thomas and John Swoard, were formerly runners for Fowler. George Watts is now a runner. Frank Beckwith it is reported was heard to say it took grease to push men through at Bohrers Office.
