To the Artists in the Easel Division:

Hereafter all artists receiving assignments for water colors, gouaches, crayon studies, pastels or other color media on paper will be required to deliver their paintings to the office mounted, neatly matted and backed with mat board. The Supply Department will hereafter furnish the artist receiving assignments of this sort with the necessary materials for the matting and backing.

In the future all artists wishing to execute figure compositions for the Project will be required to submit a sketch study of the proposed painting for approval before the painting itself is actually undertaken.
