Of the new officers of the Bureau, I have formed a high opinion.  They are able men than we have yet had, and appear to have their heart in the work.

Capt A. W. Preston, who visited Grenada and Brookhaven, reports the Bureau officers vigilant and industrious, affairs in good shape.  The Freedmen quietly at work, and but few cases of abuse reported.  Civil officers willing to receive the complains of Freedmen, and disposed to grant them impartial justice.

He closes the report with the following:
