I have the honor in compliance with your endorsement upon the case of Miss Amanda Hawley (maiden) of date May 1st/66 to report in full the circumstances connected with official business had with that lady and also to call your attention to the statement of that lady which was personally handed me by her prior to the date of the enclosed communication of hers to the President of the U.S. I also enclose the statement of Chas Withers.  I deny that I have in any way "insulted" this lady either by act or word, although she abused me in my office and used language which could not be called lady like at least. The whole gist of the matter is this these colored parties Withers Willis & others made a verbal contract
