I have the honor hereby to make application for assignment to duty in the "Freedmens Bureau." I have not been on duty for five months and would most respectfully request, if consistent with the good of the service, that I may be placed upon duty, in support of my request I wish to invite your attention to the accompanying indorsement of How L D Hubbard MC. from West Va, where I was on duty last summer and fall, trusting this will receive your favorable notice
