Sir:
I have the honor to invite your attention to the following statement.

On the 13th of March I was dishonorably mustered out of the service by S.O. 112. Par 10., on the charge of drunkenness.

The only basis of the charge was contained in a private letter written by Capt A. S. Flagg Supt Bureau RF. and AL. at Norfolk Va. (under whom I had charge of a county in the Bureau)

This letter was written by him to Col Brown, at Richmond and was by him forwarded to Genl Howard, and was by him laid before you. On what grounds Capt Flagg asserted I was in the habit of
