Captain I have received a copy of a report of Bvt Lt Col NJ Frink Act Inspector Genl Dept of North Carolina respecting certain irregularities in the Commissary Dept at New Berne NC, together with a copy of an affidavit of Will L Welch on which the report is based. I will simply state that Welch's statement is false from beginning to end. We made similar charges to the Secy of War which were duly investigated and acted upon by the Subsistence Dept, but failing to injure me in that direction, he made the attempt in this. He was discharged for this for his insolence to officers and my men, of confidence in his integrity, and not to give place to Miss C E Rosekrans, though these reasons were suppressed in his discharge out of regard to his feelings. The issue of the white sugar to dependent freedmen and others was in obedience to an order from Bvt Brig Genl WF Clark Asst Com General: a copy of which is now on file in the office of the Dept Commissary at New Berne N.C. Very Respectfully Your Obt Servant (Signed) Isaac A. Rosekrans Capt & C.S. U.S. Vols. Official Copy Sd Asa Bird Gardner 1st Lt & Adjt of Regt Vet Res Corps. and Act Asst Adjt General To Capt F.A.
