I desire hereby to bring to you notice of a man who has for five years been engaged in our Country's cause as a soldier and afterwards Supt. of the Soldiers Home at Memphis Tenn - Mr. O.E. Waters. I have known him intimately since my first connection with the Christian Commission in the Mississippi Valley in the early part of 1863 and know him to be an upright man - a thorough business man, and a faithful consistent Christian.
