I have the honor to report progress in the Memphis investigation. Important facts are daily developed. About forty (40) of the leading rioters are clearly designated by the testimony, among them and chief in the great infamy is John C. Creighton City Recorder. The two Commissions - one organized by Genl Stoneman, the other conducted at the Bureau - gather about the same testimony.

I have been rather impatient to make an arrest of these leading Conspirators but Genl Stoneman does not agree with me. An outraged Country will wonder that no heavy hand has yet fallen upon the perpetrators of crimes at the recital of which the heart sickens. The Civil authorities of the City are making no effort
