I have the honor to report continued progress in the Memphis investigation. The Congressional Committee are making thorough inquiry into origin, extent &c of the iniquity - and their report will more than substantiate all other reports of the riots that have been made public. The villains ought to be arrested tried & punished without delay - and the damages collected from the city's receipts - The Tenn Legislature on the 25th inst. admitted the colored man to the witness bx. in all the Courts of the State, and on the 26th, enacted a Civil Rights Bill that will if enforced secure protection to the persons and property of colored citizens
