My Circular No 11 - copy herewith - abolishes the Freedmen's Courts in Tennessee. Agents will be  directed to properly instruct the freedmen in the methods of protection secured to them in the Civil Tribunals.

The Freedmen's Schools in Memphis are again in a flourishing condition and an exodus of the surplus population has commenced.

If the perpetrators of the great crimes against this Community committed May 1st & 2d are punished as they should be the lesson will be a salutary one, & have its beneficial effect through all the Mississippi Valley.
