Foster acknowledging receipt of directions to relieve Bt Maj J.F. Denniston C.S. and order him to his home, and states that Major Denniston is on duty in Freedmen's Bureau, and not under his command. | Mch 5" 1866. Respectfully returned to the Adjt. Genl. U.S.A. The enclosed letter from this bureau of date Feb 1" was based upon the monthly report of officers forwarded by Col Osborn, which showed two officers of the Subst. Corp. on duty in his district; upon request from the Comsry. Genl of Subt that all officers of his Dept. not required in the performance of appropriate duties of their corps. should be ord'd to report to him for orders. Subsequent to the date of the letter of Feb 1" a Special report was yet at this bureau from Col. Osborn explaining the duties that were being performed by the two officers of the Subst dept in Fla. One, Maj. Denniston, was comsry. and Chief Accounting Disbursing officer of the state, and Capt. Thompson was acting as Inspector. Col Osborn earnestly protested against either of his officers being relieved, and in accordance with his request the following endorsement was made forwarding a com'n from Col Osborn in reply to one from the Comsry Genl relative to these two officers. Bureau of R.F. & A.L. Feb 21" 1866. "Official copy respectfully to Comsry Genl. Subst., whose attention in invited to the enclosed letter from Col. Osborne, reporting the important duties that Maj Denniston and Capt. Thompson are performing and earnestly request that they may be retained on duty in the bureau. If an order has not been issued releasing one of these officers it is requested that both may be retained on duty in the bureau. The letter of Feb 1" from the bureau written in reply to your request that Maj Denniston might be ordered to report to you for other assignment was written befor [[before]] information had been received from Col Osborn as to the duties that both of these officers were performing." (sd) O. O. Howard Maj. Genl. Comr. In view of the foregoing it is respectfully recommended that both, Major Denniston and Capt. Thompson may be continued on duty in the bureau in that state. (sd) O.
