there will be suffering at some localities, which will be due however more to the scarcity of money than to any other cause. It is to be remarked, however, from the experience of last year in the matter of issuing rations to destitute people that there will be no lack of that class of persons so long as rations are issued gratuitously, Even if there is a large surplus of food in the state.

This report would have been forwarded sooner but for the fact that until this date not enough reports had been received from various parts of the State to enable an estimate to be made of sufficient accuracy for the purposes required.
