I have the honor to acknowledge the receipt of Special Orders No 89 June 27th 1866 relieving 1st Lt. Asa Bird Gardner 7th V.R.C. from duty in this office & directing him to report to Bt. Maj. Genl. Stannard at Baltimore Md.. Lieut Gardner is now engaged as Judge Advocate of a Military Commission but will proceed to execute his orders as soon as possible.
Lieut. Gardner being familiar with the duties of this office the charge of which I have just assumed, I regret that this change should be deemed necessary & trust some competent officer may be sent here in his place. An application of mine for Capt. J.F. Chur 25 V.R.C. was referred to Genl. Stannard & by him disapproved. On the 22nd inst I applied for the detail of 2 Lt. Edward Lynch V.R.C. and on the 27th I reported that five more officers were
