I have the honor to report in obedience to order of Bvt. Maj Gen'l Robinson Asst. Comr dated Raleigh n.C. June 28th 1866. Contained in endorsement on letter of Bvt. Major A.P. Ketchum A.A.A. Gen'l. I visited Charlotte and made a thorough investigation in the case of Bvt. Col G.R. Bell as was possible and found that the charges of drunkenness and disorderly conduct to be founded on facts.  The enclose sworn statements of B.S. Johnson, Mayor of Lincolnton (Marked A.) and of M.S. Richmond, Teacher of the Freedmen's school at Lincolnton (marked B) taken before Capt. A.W. Shaffer Asst. Supt. Bu R.F. and A.L., and submitted to substantiate that fact.  There seems to be no doubt as to the correctness of the charges made
