Stanton Sir I called this morning at the War Department to ask your advice in regard to the property now occupied as the National Home for destitute colored women and children, formerly owned by R.S. Cox but was unable to see you We received word from General Howard that the President had pardoned R.S. Cox and ordered that the property be restored to him A few weeks since I called upon the same errand, then you said General Howard had nothing to do with it, Mr. Cox had not asked the property
