Dear General - 
  
I wish you would do me the favor to transfer Capt. J.F. Chur 21st Regt. Vet. Res. Corps from Baltimore to this place. Since Capt. Gardner left here for Baltimore I have had but one Officer on duty in this office & he is so constantly engaged that I cannot send him out to make inspections _ Capt. Chur desires to come here & I think he ought to be sent in exchange for Gardner -
  
Bt. Col. Cilley my Asst. Adjt. Genl. is constantly employed & is perfectly familiar with all the business in this state. I understand there is some talk of mustering out these Officers of the General Staff, but I sincerely hope this Officer may be retained as I cannot possibly dispense with his services. If he should be relieved the business of the Bureau will suffer in consequence.
