Report of the Music Panel

A. Purpose 

The Music Panel recommends that a Music Program, national in scope, be continued under the direction of the appropriate Federal agency. It shall be the duty of this Program to provide opportunities for employment for employable musicians upon a program which will contribute to the musical and cultural development of the individual communities where such programs are in operation or for which there is need.

B. Control

The Music Program should be national in scope and control and appropriate to the needs of the sponsoring community or agency. The Program should be operated with the advice and assistance of a board of technical experts who would recommend policy within the limits of the enacting law. 

C. Objectives

Principal objectives of the Program should include:

1. The continuance of the development of the cultural life of the community through the maintenance of bands, orchestras, choruses, and other performing units.

2. A continuing survey of musical development in the United States with the object of determining the specific needs of individual communities with respect to services available under the Program. It is recommended that appropriate officials be directed to develop a reserve pool of desirable projects in the field of music.

3. The promotion of new organizations in communities not now possessing adequate units.

4. The affording of opportunities to the youth of the country to develop their talents as a part of the cultural development of the community.

5. The expansion of training opportunities for young musicians, conductors, managers, and other specialized personnel.
