the artists in the country live in New York State. By virtue of this fact, and of America's relation to world culture, New York may be said to be the world's art center. Search of the state law showed that there was, under the department of Public Works an[[strikethrough]]d[[/strikehthrough]] art set up somewhat similar in purpose to the Section of Fine Arts which Ned Bruce had in Washington. It was felt that if this law were amended, and its program activated, a state program might be set up here which would encourage other states to go and do likewise. After consultation with the law firm of Irvine Shubert, the attached bill, amending the state law and calling for an appropriation to purchase works by artists living in the state of New York was drafted. It was suggested that a committee of interested persons be organized to further this program.
