UNITED STATES GOVERNMENT GRANTS FOR GRADUATE STUDY ABROAD 1951-1952

QUESTIONS AND ANSWERS CONCERING THE STUDENT PROGRAM UNDER THE FULBRIGHT ACT

THE following questions are those most frequently asked by American students contemplating applying for a United States Government grant to study abroad under the Fulbright Act.

1. HOW TO APPLY
How does one apply for a U.S. Government grant to study abroad?
(a) Institutional applicant: If enrolled in a college or university in the fall of 1950, applicant should apply to the Fulbright Program Adviser in his institution. Students enrolled where they have had less than six months of graduate study beyond the B.A. degree may apply through the Adviser at the institution from which they graduated.
(b) Applicant at-large: If applicant is not enrolled in an educational institution, he is considered an applicant at-large, and should apply directly to the Institute of International Education. Americans studying or living abroad also are considered applicants at-large, and should apply to the Institute of International Education

2. ELIGIBILITY
What qualifications must an applicant have?
The four basic qualifications are:
1. United States citizenship. Candidates may be required to submit proof of citizenship.
2. A college degree or its equivalent at the time award is to be taken up. (Applicants who hold a Doctoral degree at time of application should apply to the Conference Board. See back of folder.)
3. Knowledge of the language of the country sufficient to carry on the proposed study.
4. Good health.

3. BASIC OF SELECTION FOR A GRANT
What is the basis of selection?
Selection is made on the basis of the applicant's personal suitability for study abroad, academic record, value of the proposed study or research, and placeability in an institution of higher learning abroad. In addition, the Board of Foreign Scholarships has stated "that convincing evidence of disloyalty will be regarded by the Board as a sound basis for the rejection of canditates".

4. COMPETITION
Are these scholarships competitive?
Yes. This is a national competition, with thousands of applicants. No written examination will be held, but an interview will be required of all grantees.

5. WHEN TO APPLY
When and for which countries may applicants apply?
For participating countries, see list on this folder. Closing date for 1951-52 competitions is October 31, 1950. No application blanks for applicants at-large will be issued after October 15. Since the academic year in Australia and New Zealand begins in March, applicants who will not have their qualifying degree before that time should not apply for these two countries. For future competitions, applicants may file a preliminary information card at any time, and will be notified of the opening of the competition.

6. MULTIPLE APPLICATION
May application be made for more than one country in any given year?
No.
May one study in more than one country on one award?
No. An award is for continuous study in a particular country.
May one apply in more than one category, that is, as a student and as a teacher or advanced research scholar?
No, applicants cannot apply through more than one agency. In order to determine the appropriate agency, see back of this folder.

7. SHORT-TERM GRANTS
Is a short-term grant made under this program for a summer school course or attendance at a conference in a foreign country?
No. Student grants are not made for projects of shorter duration than an academic year of approximately nine months. The terms of the Fulbright Act require enrollment in or affiliation with an educational institution abroad.

8. FIElD OF STUDY
Are there any limitations as to fields?
No, except where an announcement of a competition so specifies. Of course there would be no point in applying for study in a specific field in a country where such study could not appropriatly be undertaken

9. INSTITUTION ABROAD
Are applicants to arrange admission to an educational institution abroad?
Proof of admittance to a foreign educational institution confers no advantage. The academic placement of recommended candidates is arranged by the United States Educational Foundations abroad. The acceptance of this placement is one of the conditions of the award.

10. FOREIGN ACADEMIC DEGREE
Can a degree be obtained abroad under these grants?
This is almost impossible since foreign universities do not give degrees to candidates enrolled for only one year. Ability to obtain a degree is not a criterion of selection.

11. BENEFITS
What are the benefits under the grant?
Awards are made entirely in the currencies of the participating countries abroad. They cover transportation, expenses of a language refresher and orientation course abroad, tuition, books, and maintenance for one academic year.

12. AMOUNT OF MAINTENANCE
How much is the maintenance allowance?
This varies according to the cost of living in each participating country. It is sufficient to meet normal living expenses of a single person during one academic year. No transportation or maintenance allowance are provided for dependents.

13. G.I. BENEFITS
May a veteran receive benefits under Public Laws 346 and 584 concurrently?
Yes, if eligible.

14. INTEGRATION OF DUAL AWARDS
Can an award from another source be held concurrently with a U.S. Government grant?
Only if the other awards is less than the value of the U.S. Government grant, in which case benefits may be limited to round-trip travel.

15. TRANSPORTATION
Who arranges travel?
All arrangements for transformation are made by the U.S. Educational Foundations abroad and the Department of State. If the grantee is not prepared to accept such arrangmenets, he must travel at his own expense and will not be reimbursed, but he must arrive in time for the group orientation abroad.

16. ORIENTATION
Is orientation and language refresher provided?
Yes. Orientation and language refresher where appropriate are provided in advance of the opening of the academic year abroad. Attendance is required.

17. NOTIFICATION OF RESULTS
When are applicants notified of the results of the competition?
Probably not for six months after the close of the competition. Notification will be sent as soon as action is completed
