Providence R.I. Aug 25th 1866

C.H. Howard
Bvt. Brig General

General,
I have the honor to report that during the months of July and Aug. I have found homes for 236 Freedmen forwarded to Rhode Island, making a total since April last of 446. These freedmen, are, very generally doing well, earning from Twelve to Thirty Dollars per month and Rations. To take care of these Freedpeople & furnish them with homes, has required all my time, and the outlay in expenses for rations, medicines and other things needful, has amounted to something over Twelve Hundred Dollars. To meet this, the Treasury of the R.F. Asso. for Freedmen, has been overdrawn Three Hundred & Seventy-five Dollars. If the Bureau can arrange to pay this amount, we can go on, temporarily at least, in this work, of finding homes for the Freedmen, otherwise
